We are almost 2 years waiting for the full release of 17.5 and have 18 announced but nowhere to be had. Wth is actually going on with the franchise rn?

I follow the instructions to a T and it will not load any of the PC-98 titles. All I get is the screen in the screen shot and can't exit it or interact with it. How do I fix the issue?
