Is is possible to make rom hacks of touhou games?

I've had this idea for a while about a game like Kanye Quest 3000 as a rom for Scarlet Weather Rhapsody. I wouldn't know how to make the game from scratch, so I was looking to see if it would be possible to make a rom hack of the game yk?

im not experienced in this one bit but im aware of a soku mod named soku2 that adds a few new characters. so i assume you can indeed mod soku.

how hard do you think it would be to mod swr? Honestly I just wanna add custom sprites and new dialog

i modded my copy of soku it was pretty easy, it was just trying to find a working soku2 download that took a bit.
