I think everyone's hands are taken, but if you are willing to try and mostly make them yourself, the rest could chip in. You don't have to make everything from scratch: Danmakufu ph3 was created specifically for making ZUN-styled Danmaku fan games. Personally, I always been interested in how that software works but never enough to actually bother trying to learn programming for it, but I wouldn't mind joining in the troubleshooting process once in a while.Welp, probably too late to ask of this now, but I'll ask anyway.
I also have multiple Touhou fangame concepts (all of them except for one being danmaku shooters) that I would like to be made somehow or another as well.
The main three so far are Blooming Rain in Eden, Eternal Winter of Midsummer Snow, and Magnificent Shapes in Backdoors.
Of course, if they were to be made, I'd want them to be pretty close to the appearance and feel of the official Touhou games (even down to the player sprites).
Next up, BulletForge has a lot projects, both finished and not. Download the ones you like and analyze how they were build, e.g. start with something simple, like how is the command to make a character speak implemented?
Someone also made a full English tutorial for ph3, though I admit that one seems to be written for those who have some experience with code... hmm...
As for the art... can it truly considered a Touhou-like game if doesn't feature the best attempts at art made by someone who hasn't held a drawing pen for most of their life?
And don't forget to check out ZUN's fan creation guide.
