Sorry, I'm not entirely sure what you mean. From what I understand ZUNs comment was directly a response in terms of her strength and why Reimu/co was able to fight with her at all, so him saying she's more powerful than anyone in the lunar capital does seem to explicitly say she'd be stronger than them unless I'm missing something?

It's kind of tricky... Regarding Reimu and the gang get beaten up by the lunarians like Yorihime and Toyohime, but yet struggles at Junko, that was defeated by the protags, Yukari, that was stated by the fandom as the powerful character was retreating against Toyohime at that bamboo forest. For my opinion, if there's no limitation (No spell card rules) the tier would be:
1. Yukari Yakumo, the boundary sage
Of course, if it's not the normal Yukari, she could easily banish the youkais in Gensokyo with ease, not counting the lunarian of course. And coould kill someone in instant via boundary of life and death, yukari is comparable to Hecatia; Or eve superior
2. Sagume Kishin, the word amanojaku
Yes, without Yukari's power of boundary between Silence and noise, Sagume is unstoppable. She turn lies into reality that would make the world fall into chaos just by saying; And, did I mention that she was the one making the urban legend incident far before she was introduced in LoLK?
3. Reimu Hakurei, the heroine of the story
Well-Well, the Wakimiko has became the third place's winner. She was superior in youkai exterminating and handling, her power to float out of reality is strong too, and she extremely intangible in that state, so with the majority of Youkai at Gensokyo,She could just make a total massacre out of it
4. Watatsuki sisters, the lunar, perfect deities of the palace
They could summon god with ease, and could wipe all 'Impurities' known as Gensokyo, and could just destroy the great hakurei barrier via the powers of the gods
5. Remilia Scarlet, the scarlet devil
With the power of manipulating fate, Remilia's power was actually out of imagination, she could foreseen her own fate too.
6. Sakuya Izayoi, The chief of the SDM's maid
Manipulating timelines is one of the strongest powers of manipulating time, her past and present skill was a spot on too, and her changeling magic would sure shock her opponent as shocked as they can, could just vanish Gensokyo's timeline of creation easily
7. Junko, the pure fury
Refining the impurities by removing it was a great deal, pure Oxygen could just kill you and purifying the universe means nullifying it, leaving a void opens for eternity, the impurities of the attack everyone uses could just nullified via the power purification

As you could see from her power, Keine's power is to eat (Possibly means destroy/ just simply hide) history, her varieties of history ranges from the Hieda clan's history to gensokyo's history. But her power was still weak; Hieda clan's history wa the Hieda's and out from her control

Honestly about previous post i think its lacking:
Saigyouji Yuyuko - Actually as far i know she also possess power to instantly take someone life but she comes to that ability with caution (if im wrong please correct me)
Kaguya Houraisan - Well like Fujiwara no Mokou she is theoretically immortal but thats not the main thing you listed Sakuya because her time manipulation ability right? Then Kaguya is able to "control" eternity so it can be said she can theoretically completely stop it what makes her at least comparable to Sakuya in this case
Eirin Yagokoro - This one is kinda tricky but... She is smartest person in entire Gensokyo and maybe even not only in Gensokyo (we cant really confirm it because of her enigmatic nature and being surrounded by many mysteries) but as we may know intelligence = power (at least in most cases) (its possible she is also immortal)
Okina Matara - No one should be surprised here because we have one of the sages of Gensokyo here with power at least comparable to Yukari besides "Backdoor" ability she also can manipulate life and mental energy
And Eiki Shiki Yamaxanadu - Yes she is a Yama so she is able to judge peoples that are already dead but she wouldnt be Yama if she wouldnt be really powerful so we probably dont know what she is capable to do
All of these are just my opinions what should be added/replaced with something on post above

If I remember correctly Yuyuko's ability is to "invite people to death" - meaning she can instantly kill someone and turn them into a ghost of the nether realm, but only if they agree to it. I'm not sure about it though.

Also from what i remember ZUN stated that Watatsuki Sisters wont be added to game because they are too strong and player is supposed to be able to win fight in game/clear it and that would be impossible against this duo (if im not wrong there was manga or something like that where Watatsuki Sisters fought Reimu, Marisa, Sakuya and Remilia at once and won without slightest problem)

Haha, I'm pointing out lore again instead of actually contributing to this discussion, but I've read this manga so I can actually say for sure what happens. Firstly, only Yorihime was fighting, not Toyohime, and she fought against Reimu, Marisa, Sakuya and Remilia one at a time, not together. However, she did beat them all in a row without much difficulty - but it was a spell card battle, so since they were following spell card rules it's not really possible to gauge any of their powers based on it.
Not saying Watatsukis aren't busted though. Yorihime can summon gods to use their powers, and Toyohime has a fan that can create a wind that would purify the entire bamboo forest in one go. And ZUN is of course right in saying that the player would not be able to beat them in a game, since Yorihime won those spell card battles so easily.
I don't really try to think about who the strongest character is. As far as I'm concerned Hecatia is the most powerful overall as said by ZUN, and Yukari is probably the most powerful within Gensokyo, if not the most influential.

1. Tier (High Hyperversal,Possibly Low Outerversal) Hecatia, stated to be the strongest character in touhou. Self-explanetory. However gods in touhou are not bound by ANY concepts this includes the concept of dimensions thus they are above most structures a normal verse would follow. They have a higher existence thus making them more powerful.
2.Watatsuki Sisters (High Hyperversal) - the Watatsuki sisters ARE stronger than Yukari. Yukari herself said no one on Earth can beat the Lunarians (which is why she didn't even try to fight Toyohime):
“The Lunarians possess highly advanced technology, unyielding stamina and abilities that are far outmatch those of youkai. The ones living on Earth can never beat those on the moon, especially in the lunar capital.”
...and ZUN confirmed it in an interview, so she wasn't just lying:

Welp.I guess ZUN put a lot of effort trying to put this in.Gensokyo is a fantasy land which is apparently an infinite-D Hilbert Space as opposed to the Outside World which follows a 10D to 24D String Theory (Depends on the context of the theory).Since it is a fantasy land,it's only logical to defy scientific logic (lol) and guess what,different than the Outside World,it follows a different type of dimensional theory.
4. Junko- (Complex multiversal to high hyperversal) Pure mama junko was stated to have fought on par with with the watatsuki sisters prior to the events of LoLK (Touhou 15). Also her ability is described to give birth to the gods as she can purify anything. Junko's purification brings things back to their godly nature
, before they had names, or even bound to any concepts
so it could be considered an ability to destroy any concepts)
5. Doremy Sweet (High Complex Multiversal)- The Ruler of the dream World. The Dream World is an infinite dimensional world. Holding countless/infinite dreams. These dreams are referred to as otherworlds. Otherworlds in touhou all have their own space time continuum making them seperate universes. Doremy is able to control all dreams and is able to erase them, eat them, and create them. She's also a reality warper as dream manipulation directly affects reality in Touhou. Even though it's vauge it makes a lot of sense as she is regarded as the most dangerous youkai in the dream world. As everyone has a dream counterpart (except the gods and several other exceptions) they are logically below her.
6. Okina Matara (Complex Multiversal)- Okina Participated in the creation of Gensokyo

Due to this, she tends to not speak too much and always chooses her words carefully. Note that it is the situation or the event she talks about that will be reversed in some manner; it is not that the opposite of what she says must occur.
She's also Using her powers, created a secret occult ball. It had the power to change the world by using people's words, and merely being near it would cause false rumors, such as urban legends, to materialize. Although it was just insurance, the plan was to use it to materialize the Lunar Capital in Gensokyo by spreading rumors about NASA hiding the truth about what they saw on the Moon. This also caused numerous lesser urban legends to materialize, starting the events of Urban Legend in Limbo.

Her strength of an oni too is tremendous as Suika an oni whose attack shattered all of Heaven. Remember she effortlessly shattered the heavens with ease, which are referred to as "paradise", the realm where Amitabha, who is googolplexes larger than the observable universe lives. Amitabha has been calculated to be 3.7107x10^152 universes large.
10. Sumireko Usami (Complex multiversal) - Remember her yeah I do too. Her nearly breaking the barrier of gensokyo would've practically destroyed gensokyo from existence though she is still quite inexperienced in fighting she can hold her own against peeps like marisa and reimu.

Welp.I guess ZUN put a lot of effort trying to put this in.Gensokyo is a fantasy land which is apparently an infinite-D Hilbert Space as opposed to the Outside World which follows a 10D to 24D String Theory (Depends on the context of the theory).Since it is a fantasy land,it's only logical to defy scientific logic (lol) and guess what,different than the Outside World,it follows a different type of dimensional theory.
4. Junko- (Complex multiversal to high hyperversal) Pure mama junko was stated to have fought on par with with the watatsuki sisters prior to the events of LoLK (Touhou 15). Also her ability is described to give birth to the gods as she can purify anything. Junko's purification brings things back to their godly nature
5. Doremy Sweet (High Complex Multiversal)- The Ruler of the dream World. The Dream World is an infinite dimensional world. Holding countless/infinite dreams. These dreams are referred to as otherworlds. Otherworlds in touhou all have their own space time continuum making them seperate universes. Doremy is able to control all dreams and is able to erase them, eat them, and create them. She's also a reality warper as dream manipulation directly affects reality in Touhou. Even though it's vauge it makes a lot of sense as she is regarded as the most dangerous youkai in the dream world. As everyone has a dream counterpart (except the gods and several other exceptions) they are logically below her.

This also caused numerous lesser urban legends to materialize, starting the events of Urban Legend in Limbo.

Her strength of an oni too is tremendous as Suika an oni whose attack shattered all of Heaven. Remember she effortlessly shattered the heavens with ease, which are referred to as "paradise", the realm where Amitabha, who is googolplexes larger than the observable universe lives. Amitabha has been calculated to be 3.7107x10^152 universes large.
10. Sumireko Usami (Complex multiversal) - Remember her yeah I do too. Her nearly breaking the barrier of gensokyo would've practically destroyed gensokyo from existence though she is still quite inexperienced in fighting she can hold her own against peeps like marisa and reimu.
