Missing a file in a few game folders

I downloaded Th11 by Moriya Shrine and when I tried boot up the game for the first time, there was an error message that I was missing a file by the name of d3dx9_31.dll and that I couldn't run the game without it. So does anyone know how to fix it?

Seems you need to update your DirectX version. 

Not entirely sure how the games work but sometimes i read you also have to set your locale? ?

I do have the same problem as Grouchy Reimu but it's missing the original English Version of LoLK.
It's not as a big problem as hers but I don't understand Japanese.
Thank god my Reisen Save Data Moved.
