The controls are f'd up. The only button that works for me is down (which is select apparently) and esc which resets the game

Does anyone know how to fix the controls for this one? the down key is select and that's just about it.

I see a couple commenters have noted the bugged controls. I have looked into this issue, and I found that having a controller connected allows usage of the stick to navigate to Key Config. You can then map the keyboard/controller properly (still need JoytoKey or some other equivalent if you want to use a controller D-Pad for movement, however).
When Nico Evaluates covered this game, this was noted in the first couple minutes of the first video in that series, so if anyone is looking for a video that acknowledges this issue, that would be the place.
