Makai's true state is revealed after Daiyousei accidentally destroyed Makai's Soul of Nature. The Mystic City, is buried in sand.

After all this journey, Cirno finds the creator of Makai, sleeping peacefully on her throne, holding Makai's Soul of Nature, which is her final creation.
