Just to confirm, are you sure you applied d3d8to9 or DXVK correctly? If you used DXVK, there's a bigger chance that your hardware didn't support the Vulkan version for the DXVK version (or maybe Vulkan entirely).

Seems to be a DirectX error. I'd try reinstalling DirectX and rebooting your PC. It might be that your hardware doesn't support the needed DirectX for the game, which is DirectX 11. In that case, you MIGHT be able to fix it by using some program to convert the DirectX to OpenGL, but I don't know.
I don't know about the Visual C++ issue, but for the gibberish and /data/wav error, I was able to find a ShrineMaiden thread. I'd first try putting your locale to Japanese or emulating it.
