Does anyone know why some game downloads say the file "d3dx9_31.dll" can't be found?

I wanted to work on beating every game, and since I don't entirely trust some of these files, and for a slightly more real experience, I off-load all my zipped folders into an offline vista. I've noticed though that 6 and 10 tell me that the previously mentioned file (or similar) cannot be found, and crash on start up. Is it something that comes from the thcrap application in these folders? Are the files just corrupted (I've noticed some presumably Japanese text gets corrupted, but other files show it fine)? If I absolutely have to connect that computer to the internet I can, I just know the poor non-licensed PC is going to have a bad time with it.

Search for missing .dll file name here and download it. Just add to the game's folder that is missing the file. It should fix it, but you may occasionly find you will need multiple .dll files. Best of luck.
 
ive had the dll file problem happen to me on school laptops. im pretty sure that the issue is that those dll files are literally not in the laptops system. i think the way to fix this is get the dll files from somewhere and implement them into your computer system. i never actually tried doing it though because i didnt wanna risk a virus, but i think another way you can get them without risking a virus is something you can get from the official windows site or something. i never really looked much into it though, but i think i would reccomend that.

I will try this. Honestly wasn't aware this was a general file, thought it was game specific.
