not sure where to post this but, problem with missing a program?

Whenever I try to run touhou 11, or any subsequent games beyond touhou 8, it seems to be that I am missing a program called "d3dx9_37.dll" and it asks me to reinstall it?

How would I fix this issue

I've only been able to run touhou 7 and 8 fine, the rest just seems to implode upon opening it because im missing this so called program

Wow, I've usually seen problems caused by DirectX 8, not 9. I think you might be able to fix that by using the DirectX Web Installer, which is on the Microsoft site. If your device supports Vulkan, using DXVK might also be able to make it work.
