Interesting, it works on my end (though I'm on Linux). Maybe you could try launching the game in XP or 7 compatibility mode? If that won't work, MAYBE DXVK, or emulating Japanese locale.

Did you rename the Touhou executable? The readme is outdated and that isn't needed, try naming it back if you did. Though I'll be honest, I also managed to get that second error message before, and I don't know what causes it or how to fix it. But I'll try to help if renaming the executable...
