Ease of access is important for people to get into the series, so the dismissal of MS and the parroted "just buy them on Steam" kind of ticks me off a little.

18.5 is probably my 2nd favorite spinoff shooter, right behind Impossible Spell Card. I like the creative take on the formula it has.

I'm not into romantic pairings, since most of the time they barely make any sense, but having characters with overlapping interests/goals/powers interact is something I like seeing.
I'd recommend Double Dealing Character (TH14). Every Windows Touhou game barring EoSD has a gimmick to an extent, so it's more just finding what feels right for you.
For me, 16 has a lot of tracks that aren't particularly memorable. I really don't like piling onto the newer games much, because there are quite a few tracks I like overall.
For me, judging difficulty is a game-by-game basis.
