i think your first run u fight eirin, then kaguya, and then u get to choose after that.

Well, I know for sure the game came up with the message that you can choose. I guess because I defeated Eirin with Youmu and Yuyuko, and with Reimu and Yukari, it must've unlocked that way.

As Buwako mentioned, you have to do two runs with a character to get their true ending. The first run (Scenario A) pits you against Eirin, and if you can beat her before the clock hits 6:00 (regardless of how many continues you use), you unlock Scenario B and Kaguya. The true ending requires you beat Kaguya without continuing at all, and any extra time you have is used in determining how many of her five last spells you get to play through.

1ccing Scenario B with all teams (requiring 8 total runs, half in Scenario A and the other half in Scenario B) unlocks a special reward, but I won't spoil it~
