Is there any guarantee that the shanghai one will be held next year? Imagine if there was no reitaisai for a year.

For now it is unlikely. Holding such events is expensive and the current organizer didn't have enough money for that. It is possible that he will have enough money next year. Or a new organizer will appear.
There was one year when Reitaisai wasn't held (yeah, it was during Covid times) and I agree that was a big loss for many Touhou fans. Anyway not holding Shanghai THO has less impact than not holding Reitaisai. Chinese Touhou Doujin is much more decentralized and many circles participate mostly on local events. In addition, Wuhan THO plays the same role now Shanghai THO played before. And it has its own features. Shanghai THO is a classic "Shanghai style market event", while Wuhan THO is more closer to modern THOs.
