In Touhou's world, there of course exist humans, and then various youkai and other beings largely born from human belief. Touhou's lore (as far as I remember, at least) also states that divine spirits (ie. primitive forms of gods) have existed since at least the beginning of Earth's existence.
Considering that human belief allows for supernatural beings and places to be born, and that some supernatural beings already seem to exist irrespective of human belief, then beyond the Earth, there could also exist other supernatural beings either born from the beliefs of extraterrestrial beings or simply exist somewhere out there.
And considering that magic can come into existence in Touhou's world mainly through the belief in supernatural beings' existence, and can also be used in technology to some extent or another (as evidenced by the Lunarians) then there could also be civilizations somewhere out in space who instead of being built entirely on scientific technology, are instead largely built on magical technology.
They could even continue to believe in the existence of their supernatural beings irrespective of "logic", especially so that they can continue to use their technology.
Bougetsushou even shows that crude rockets can be built and actually function in space if the conditions and make are right.
Just some ideas that are interesting to think about.
