help with running on pc98 NPII, game&audio stutter

hello as you can see from the video i am running my pc on a vga monitor, the game worked fine on a more modern monitor but i am getting slower speeds in every way since switching to an older monitor. anybody knowledgeable can tell me what settings would be optimal for my display to run the games?

What frame rate do you have in your system settings.
What cable do you use.
How is it connected to your computer.
Does it happen with any game/program.
