Make sure you got the correct version of DirectX from Microsoft's website and that the install didn't mess up. The DirectX 9 download is the wrong one. If your problem persists, someone more experienced with these issues should be able to help soon.

I'd rather not risk Touhou being exposed to a bigger community like that, the fandom is already bad as is and I doubt her playstyle in the Touhou fighters would transition well for a game like Smash.
