There was no problem extracting it. You have to use AppLocale to run install.exe in Japanese so you don't get those question marks and weird characters, and instead it will show up in Japanese. You can sometimes press Ctrl+C while a window is selected to copy the contents of a window so that you can put it in a translation software. When you run install.exe it will ask you where to install the game folder to, you can pick any folder for that. Once it's installed, put "Phantasmagoria of flower view 1.00a - 1.50a.exe" which you can find in the Patch folder into the same folder as th09.exe and run it, and when it asks you to select a folder, select the folder which they are inside of, it will probably be a folder called 東方花映塚. Then you can patch the game with thcrap to get the English version. This probably won't be useful to you because you had this problem 6 months ago but maybe someone else doesn't know this.
