how to fix it by changing the system local to Japanese and format change: to access it by go to control panel by search in below next to window logo icon then if found click it next go to region or not seeing it click clock and region then region next by clicking administrative tab then you will see he system local then change to Japanese (Japan) then click on it then it will ask you to restart then click yes it will restart then install it note the upper, upper comment link is broken or deleted
