Labyrinth of Touhou 2 - Plus Disk download appears to be broken

Verified that I'm able to download other games, but this one in particular seems to be unable to be downloaded.

I've tried downloading when I'm signed in and not signed as well.

I see in the lower left of my browser a "processing request" message when attempting the download, but nothing ends up happening.

Edit: Appears to work in firefox, but not in chrome.

Interesting. Only thing i can suggest is to clear browser cache and try it again, in Chrome.
